Lavia appears to have a bright future in the game, and he would undoubtedly be a useful asset for Liverpool or Arsenal for many years to come.
Arsenal can offer Champions League football right away, but Lavia would profit more from joining the Reds for the time being, where he might get more consistent playing time while refining his game in the Europa League.
