Downes made his debut for Ipswich Town in 2017 after joining the club’s academy in 2006. Flynn began his football career at the age of seven with Ipswich Town before accepting a two-year scholarship with Ongar Town in May 2015.
On June 29, 2017, he signed a one-year professional deal with the club, with the possibility of extending it for another year.
On the 19th of July, he signed a new three-year contract with Ipswich to keep him at the club until the summer of 2020.
He made his professional debut against Birmingham City on the first day of the 2017-18 season.

On January 31, 2018, he signed a loan deal with League Two leaders Luton Town until the end of the 2017-18 season.
He made his debut in Luton Town’s 1-0 win over Exeter City at home.

Then, on September 16, he returned to the first team as a second-half replacement in an EFL Cup second-round match against Fulham.
He then suffered a knee injury in a 1-1 tie with MK Dons on October 3rd, which sidelined him for two months.
During an injury-plagued 2020-21 season, he appeared in 25 games.

Flynn signed a four-year contract with Swansea City on August 10, 2021, for a price of about £1.5 million. This was the end of his 15-year tenure with Ipswich Town.

On August 24, 2017, Flynn was called up to the England under-19 team for two friendlies against Poland and Germany.
He made his debut against the latter on September 5th, beginning in a 3-1 loss and was replaced in the 60th minute.
At the under-19 level, he was capped five times by England.

In addition, on November 9, 2018, he was chosen to the England under-20 team’s standby list for a match against Germany.
Three days later, he was brought into the squad and earned his first cap as an 89th-minute substitute in a 2-0 victory the following week.
